The Civil Aviation Board (Junta de Aeronáutica Civil = JAC), is a governmental agency within the Chilean State´s Civil Administration, which reports to the Ministry for Transport and Telecommunications. It is comprised by two organs:
The Council, a decision-making inter-agency body with resolutive powers, is chaired by the Minister of Transportation and Telecommunication.
The General Secretariate, it´s executive branch under the direction of a Secretary-General.
TASKS AND DUTIES
The JAC´s institutional task is to exert the guidance of civil aviation in Chile. This involves setting forth the guidelines of the aeronautical activities and to supervise and manage the air policies. It aims to promote an open-air traffic between Chile and other countries as well as the development of national and international commercial air carriage. The JAC´s main duties and legal authorities are:
CHILEAN COMMERCIAL AVIATION POLICY
The Chilean commercial aviation policy, known as "open skies policy", has been applied since 1979 (established by Decree-.Law. Nº 2.564).
This policy consists in applying the principles of free market to issues arising from commercial aviation. It´s purpose is to develop a high quality and efficient commercial aviation industry at lowest possible costs, encouraging a fair competition amongst the airlines.
In order to achieve these goals, our legislation establishes free access to the market, as well as freedom for establishing prices. The open skies policy and its resulting legislation provide for the least possible government intervention.
